ecoENERGY for Renewable Heat

Application Guidance Document CDI-2008

This version is effective September 1, 2008.

You will find below the structure of the application form. It is designed to assist you in completing your application.

Section A. Applicant

We ask a number of questions to help us better understand the type of business that will use the solar system.

Section B. Proposed Project

B.1.a Sketch

Freehand sketches are accepted, provided that the sketch includes descriptions of the following:

  • a detailed sketch of the solar heating system which includes the dimensions of the collector(s);
  • collector layout; and
  • system interface with the auxiliary heating system (if applicable).

B.1.b Simulation Output Report

Applicants must attach a simulation output from one of the computer programs below that shows expected performance, input assumptions, and geographical location:

  • RETScreen
  • SWIFT
  • WATSUN (not yet available on-line)
  • TRNSYS
  • T*Sol (except in the case of unglazed collectors)
  • Enerpool
  • Polysun
  • F-Chart

NRCan may review the Simulation Output report as part of the Application Review process and require modifications.

B.1.c Environmental Assessment

In this section identify which of the situations apply to your proposed project.

The Canadian Environmental Assessment Act requires that a solar heating project will be vetted for an environmental assessment if the solar installation:

  • increases the footprint or height of the building by more than 10 percent
  • increases the footprint of the building by 25 m2 or more
  • involves any construction within 30 m of a body of water
  • involves the likely release of a polluting substance into a body of water

The applicant must provide information on the application form to enable program officers to determine whether an environmental assessment is required. The cost of an environmental assessment is the responsibility of the applicant and is not an eligible expense under the program. Historically, very few solar installations required an environmental assessment.

Applications will be approved for funding only if program administrators determine that the proposed project is not likely to cause significant adverse environmental effects.

B.2 Building

If a building permit has not been required for this project please explain why. If it has been issued, you may be asked to submit a copy in the future.

B.3 Solar System

Although the project's eligible costs do not include the costs of recycled or refurbished equipment you must list these items.

We understand that the planned date to put the system in service and the date to commission may vary during the course of the project. Nevertheless they must be recorded on the application as they are the basis for the Contribution Agreement's reporting requirements.

B.4 Collector(s)

Regardless of the number of collectors to be installed, the applicant must provide details for each collector.

Section C. Proposed Project Budget

C1. Planned Budget

Eligible costs vary for solar air and solar water projects. Please use the appropriate application form for each technology.

Payment will be made only for solar projects installed after the signing by both parties of a contribution agreement.

Please list all costs before taxes. Do not list recycled or refurbished equipment here; only list new equipment.

Which expenses are eligible?

  • Feasibility, design and simulation studies
  • The purchase and installation costs of the following new equipment:
    • Solar collectors accepted by the program
    • Solar heat exchangers, solar support structures and solar heat storage equipment
    • Control equipment required for solar system operation
    • Elements of the energy transportation system, including heat transfer fluid, air ducts, dampers, insulation, pumps, fans and water or steam piping used exclusively by the qualifying system, up to and including the point of interface with the end-use distribution equipment
    • Photovoltaic components used to power pumps and/or fans in a qualifying system
  • Other eligible project costs:
    • Permits that are exclusively for the installation of the qualifying system
    • Building permit
    • Installation labour
    • Shipping
    • Project management
    • Commissioning of the qualifying system

C2. and C3. Additional Financial Contributions

If the project will receive funding from any source it must be listed.

Should the project exceed $100k all in-kind contributions must also be recorded.

Section D. Project Representatives

NRCan may not discuss your application or disclose the status of your project to any persons other than yourself unless you have identified that person as your delegated Project Representative. You may identify a maximum of 3 Project Representatives in addition to yourself. If you wish NRCan to communicate with the Project Representatives instead of you, you may note this on the application. In the event that your application is approved, and if during the course of your project you would like to change your Project Representative(s) list, you may do so by submitting a written request.

E. Partner Programs

Applicants from Ontario, British Columbia and Saskatchewan may be eligible for provincial solar heating incentives. The appropriate forms for each program must be submitted with your application. You may download these directly from the partner program websites or use the link on our website.

F. Checklist for Attachments

Please ensure that all of the following documents are included with your application for a Commercial Deployment Incentive.

  • Proof of Business Status
  • Proof of Permission from building owner(s) to proceed (if applicable)
  • Detailed sketch of the proposed system
  • Simulation Output report
  • Copy of the contract to sell the heat (if applicable)
  • Copy of the rental or leasing contract for the equipment (if applicable)
  • OSTHI or SHIFT consent forms (if applicable)
  • Description of multiple collectors (if applicable)
  • Any supplementary documents, photos, or plans that you deem helpful in describing the proposed project.

Identify all attachments as Supplementary Information, labelled with your name, phone number, and the project location.

In the event that the project is approved, NRCan will provide a file number for future reference. This file number must be applied to all future correspondence.

G. Consent and Signature

This section has been created to ensure the privacy of the applicant. Under the Privacy Act 1980-81-82-83, c. 111, Sch. II "4", a government institution shall, wherever possible, collect personal information that is intended to be used for an administrative purpose, directly from the individual to whom it relates except where the individual authorizes otherwise or where personal information may be disclosed to the institution under subsection 8(2).

H. Submission

You may submit your application by fax, mail, or e-mail. All attachments must be included and all forms must be signed by the applicant where applicable.
