Changes to the ecoENERGY for Renewable Heat program
Following an extensive program review and consultation with stakeholders, NRCan has made changes to the Commercial Deployment Incentive under the ecoENERGY for Renewable Heat program.
These changes came into effect on September 1, 2008. The new Application form, the revised Terms and Conditions for the program and the information required to calculate the specific incentive for a project will be posted on this web site in early August.
Significant changes are as follows:
- Incentive payment will be based on a rate per square metre of collector area multiplied by a collector-specific performance factor. Applicants may consult the information on our website to determine which rate, which area and which performance factor to include on their application form.
- The level of payment per square metre of collector area will be set for each technology category to achieve target incentive levels for the most efficient collector in each category.
- The Commercial Deployment Incentive Application forms for both solar air and water heating systems have been revised. As of September 1, 2008 the program will accept only applications submitted using the version of the form called CDI-2008. The new application form can be downloaded from our website; in early August.
- Applicants must sign the application form and verify that the information provided is complete and accurate. If the application form has been completed by someone else on behalf of an applicant, this person must sign the application form as well.
- Applicants may identify two Project Representatives, in addition to themselves, with whom NRCan may discuss the project status or technical aspects of the project. NRCan will not communicate with any party, other than an applicant, if they are not listed as a Project Representative on the application form.
- Applicants must provide additional information about their business including: number of employees, estimated range of annual profits, NAICS industry code (North American Industry Classification System), and Business Identity (a.k.a. business category).
- An applicant must list contributions anticipated from all funding sources. In addition, for projects over $100K, budgets must report all in-kind contributions.
- An applicant will have 30 days to provide to NRCan missing data or clarification about their application. If this information is not submitted within 30 days of an NRCan request, the file will be closed.
- Once the application is reviewed and the project is approved, two original copies of the contribution agreement will be sent to the applicant for signature. If the two original copies of the contribution agreement are not signed and returned to NRCan within 30 days of the date noted on the contribution agreement transmittal letter, the file will be closed.
- When applicants receive their contribution agreement they will also receive the following attachments: Payment Request Form, and Commissioning Report template. These must be completed, signed, and submitted together.
- When the payment request is submitted, applicants must also provide a warranty from the manufacturer listed on the NRCan Accepted Collector List attesting that the collector supplied to the project is a collector on the List.
The ecoENERGY for Renewable Heat program would like to thank those that participated in the consultations leading to these changes for their participation in the process. NRCan feels that these changes will improve the delivery of the ecoENERGY for Renewable Heat program's Commercial Deployment Incentive.
